Exploring Yogyakarta's Model for Integrity in Governance

Bantul, Indonesia — On October 25, 2024, a delegation from Universitas Islam Internasional Indonesia (UIII) visited the Ministry of Religious Affairs Office of Bantul Regency (Kankemenag Bantul) to examine its acclaimed Integrity Zone (ZI) model. This study visit underscores UIII’s commitment to building a transparent and accountable governance system, aligning with its role as a pilot institution in Indonesia’s Integrity Zone initiative within Islamic higher education.

The UIII representatives included Mr. Hatta Aulia, Head of Organization Management; Mr. Ahmad Nawawi, Head of Finance; Ms. Imansari Ujianty, Head of Secretariat; and other key university staff, all aiming to understand Bantul’s approach to integrity.  

"We're here to learn from Bantul's example," explained Diana Fitri Dahli, Secretary of UIII’s Internal Audit Unit. "As a pilot project, it’s crucial for us to understand these processes thoroughly so we can implement them effectively." 

UIII's choice to study at Kankemenag Bantul was strategic. “Bantul’s success in achieving WBBM status—Bureaucratic Reform and Clean and Serving Bureaucracy—made it a natural fit for our needs," noted Dadi Darmadi, Head of UIII's Media and Communications Office. The Ministry’s recommendation to observe Bantul’s model reflects the Regency’s reputation for excellence in reform. 

Kankemenag Bantul’s head, Ahmad Shidqi, offered a detailed look into the office’s decade-long journey. "Since 2015, we’ve worked tirelessly, and while there have been setbacks, each challenge has fueled our resolve," Shidqi shared. "Our WBBM status isn’t just a label; it’s about building a service culture rooted in integrity." 

The visit culminated in the signing of a ZI Assistance Agreement, marking a partnership in governance reform. This collaboration symbolizes UIII’s commitment to embedding accountability in its operational structure, inspired by Bantul’s model.
